Duties of the Monitors (Officials):
Inspector: The inspector will
verify that each balloon attempt complies with
the rules. If it does comply, the inspector
says "good" and he/she tosses the
balloon to one side (the qualified pile). If
it doesn't comply, the inspector says "bad"
and he/she can hand it back for modification
or he tosses the balloon to the other side (the
non-qualified pile) and he immediately notifies
the "counter" to exclude that balloon.
Once a balloon has been qualified by the inspector
as good, even if moments later it pops or deflates,
it will still be considered good. No inspector
may be a relative, a significant other or a
business associate of the contestant. The inspector
can ask the judge if a balloon design meets
the contest criteria.
Counter: The counter documents
and announces in sequence each qualified balloon
attempt once it touches the attempt table. If
the inspector disqualifies a balloon, it will
not be counted as good. The counter will mark
the number of each good completed balloon on
a score sheet.
Judge: The judge is in charge
of the record attempt. The judge will start
and stop the official stopwatch. The watch will
be started to begin the record attempt. Then
the contestant may touch his balloon and pump.
The judge will announce when there is 1 minute
left in the attempt time. When 30 minutes has
elapsed, no more attempts will be counted.
Contestant Duties:
The contestant must fill out an application
form and submit the entry fee of $20.00 prior
to the event.
The contestant must make an honest and honorable
attempt.
The contestant cannot argue with, intimidate
or verbally abuse the inspector's decision about
whether a balloon attempt is unacceptable.
The contestant must supply their own
balloons for the attempt and their
own method for managing them, according to the
above mentioned basic requirements.
The contestant must use only an approved brand
of balloons, either Qualatex or Betallic.
The contestant must inflate his own balloons.
The contestant must supply his own monitors
(1 inspector and 1 counter). The judge will
be approved by Dewey's Good News Balloons. Contact

Score sheets, hand pumps, stopwatch, certificates,
pencils and the attempt table will be provided
by Dewey's Good News Balloons.
No balloons shall be shaped, twisted or prepared
to give the contestant an advantage prior to
the record attempt. All attempt balloons must
touch the table to indicated that it is completed
and ready to be inspected. If any balloon bursts
or deflates before touching the table, it does
not count. The record attempt duration (30 minutes)
must be accurately timed with a reliable stopwatch.
There must be three officials to monitor the
record attempt, an inspector, a counter and
a judge selected by Dewey's Good News Balloons.
Spectators shall not be allowed near the record
attempt table. During the attempt, no twisting
assistance can be given to the contestant attempting
the record such as inflating the balloons or
adjusting the balloons in order to meet the
criteria or similar twisting help. The number
of qualified and accepted record attempt balloons
must be verified by the judge, then signed by
all the officials involved in the attempt. An
acceptable example of the balloon design will
be demonstrated to the inspector and contestant
by the judge as the standard by which they will
be graded.
Problems:
If during the record attempt, the contestant
or any of the monitors cheats or attempts to
cheat in any way, the record attempt will be
stopped by the judge and not count. Dewey's
Good News Balloons will have the final say as
to the outcome of the balloon record attempt.
The judge can stop the record attempt at any
time, if he deems that the inspector, the counter
or contestant is not making an honest or fair
effort or if there is a problem with the attempt.
